The National Youth Panel on civil protection topics, established by decree of the Head of the Civil Protection Department no. 4138 on November 22, 2024, is a tool for discussion and collaboration aimed at engaging the younger generation in organized civil protection volunteering and the activities of the National Service. Participants in the Panel will include volunteers aged 16 to 28 not yet completed, registered with a civil protection organization and listed in the National Register.

The Panel's work will continue for a duration of two years.

One of the Panel's goals is to assess young people's needs and promote intergenerational exchange among volunteers, thereby enriching the knowledge and skills within the national civil protection system.
The members can take proactive steps to formulate suggestions that stimulate the active participation of younger individuals. This includes fostering their interest in civil protection volunteer organizations and encouraging them to enroll.
Additionally, Panel participants can suggest ideas to engage young people with civil protection issues, utilizing tools and languages that resonate with the younger generation.
The panel can offer insights, analyses, and research on strategic or topical matters concerning the relationship between youth and civil protection.

The Panel is composed of 29 volunteers, selected in April 2025 from over 200 applicants. Additionally, representatives from the Civil Protection Department participate in the Panel with coordination and technical administration functions. The members serve their roles voluntarily and receive benefits as outlined in Articles 39 and 40 of Legislative Decree No. 1, dated January 2, 2018. These benefits include reimbursement to their employers, insurance coverage, and reimbursement for expenses incurred while carrying out their duties.
