\nCome è noto il Presidente del Consiglio dei Ministri ha recentemente adottato una Direttiva contenente specifici indirizzi operativi volti ad assicurare l'unitaria partecipazione delle organizzazioni di volontariato alle attività di protezione civile. La Direttiva è stata pubblicata nella Gazzetta Ufficiale n. 27 - serie generale - dello febbraio 2013 e le disposizioni in essa contenute divengono operative decorsi 180 giorni dalla pubblicazione, vale a dire a partire dal prossimo 31 luglio 2013.
\nTra le diverse misure oggetto della Direttiva, particolare rilevanza assumono quelle contenute nel paragrafo 1, con il quale è stata rideterminata la composizione ed articolazione dell'elenco nazionale delle organizzazioni di volontariato di protezione civile istituito ai sensi dell'art. 1 del Regolamento approvato con Decreto del Presidente della Repubblica dell'8 febbraio 2001, n. 194. L'iscrizione in tale elenco (costituito dalla sommatoria dell'elenco centrale e degli elenchi territoriali) costituisce il presupposto essenziale ed irrinunciabile per l'accesso a tutti i benefici e le misure previste nel Regolamento.
\nIl paragrafo 1.2, in particolare, individua i requisiti ai quali devono corrispondere, sull'intero territorio nazionale, gli elenchi territoriali delle organizzazioni di volontariato di protezione civile gestiti dalle Regioni e Province Autonome di Trento e di Bolzano, ovvero dalle Province delle altre Regioni, secondo i diversi ordinamenti interni. L'iscrizione in tali elenchi costituisce, senza ulteriori adempimenti, condizione sufficiente per l'accesso ai benefici previsti dagli articoli 9 e 10 del richiamato D.P.R. 194/2001. Tale iscrizione costituisce, altresì, condizione necessaria per consentire la partecipazione attiva delle organizzazioni di volontariato alle attività in vista o in occasione di eventi di carattere locale di cui alle lettere a) e b) dell'art. 2 della legge 24 febbraio 1992, n. 225, e successive modifiche ed integrazioni. Tale partecipazione, ai sensi di quanto previsto dall'art. 15 del richiamato Regolamento, a decorrere dal 31 luglio prossimo rientra nella competenza esclusiva delle Regioni e Province Autonome.
\nLe Regioni e le Province Autonome procederanno, pertanto, entro il 31 luglio prossimo, ove necessario, all'adeguamento delle proprie disposizioni che regolamentano l'istituzione e la tenuta degli elenchi territoriali, come concordato in sede di espressione dell'intesa sulla Direttiva presidenziale.
\nEntro la medesima data il Dipartimento concorderà con ciascuna Regione e Provincia Autonoma le modalità tecniche per assicurare l'accessibilità e la consultazione degli elenchi territoriali mediante il sito istituzionale del Dipartimento medesimo, come previsto dal paragrafo 1.4 della Direttiva.
\nIl paragrafo 1.3 della Direttiva specifica i requisiti di cui devono disporre le organizzazioni
\ndi volontariato per poter essere iscritte all'elenco centrale delle organizzazioni di volontariato di protezione civile, gestito direttamente dallo scrivente Dipartimento, e stabilisce che le relative modalità devono essere distinte per le 4 categorie di organizzazioni in esso individuate:
\na) strutture nazionali di coordinamento di organizzazioni di volontariato costituite ai sensi della legge n. 266/1 991 e diffuse in più Regioni o Province Autonome;
\nb) strutture nazionali di coordinamento di organizzazioni di altra natura purché a componente prevalentemente volontaria e diffuse in più Regioni o Province Autonome;
\nc) organizzazioni appartenenti alle categorie a) e b) prive di articolazione regionale, ma in grado di svolgere funzioni specifiche ritenute dal Dipartimento della Protezione Civile di particolare rilevanza ed interesse a livello nazionale;
\nd) strutture nazionali di coordinamento dei gruppi comunali e intercomunali di protezione civile.
\nLe organizzazioni che ritengono di appartenere ad una delle 4 categorie su elencate dovranno attestare il possesso dei requisiti specificati al paragrafo 1.3 della Direttiva, compilando la domanda di iscrizione allegata alla presente comunicazione (scaricabile dal sito istituzionale di questo Dipartimento) ed integrandola con la documentazione ivi specificata.
\nLa domanda di iscrizione, unitamente alla documentazione allegata, dovrà essere trasmessa, esclusivamente a mezzo posta elettronica certificata, allo scrivente Dipartimento all'indirizzo protezionecivile@pec.governo.it entro il 31 maggio 2013, onde consentire l'effettuazione delle necessarie attività istruttorie e di verifica.
\nIl Servizio Volontariato del Dipartimento della Protezione Civile procederà alla verifica delle domande di iscrizione, anche mediante l'effettuazione di sopralluoghi nelle sedi operative delle organizzazioni ovvero la richiesta di integrazione della documentazione prodotta, al fine di poter procedere, attraverso un esame degli elementi specifici dell'Organizzazione richiedente, in chiave di efficacia dell' intervento, alla prima edizione dell' elenco centrale entro il giorno 31 luglio 2013, data in cui l'attuale elenco unico cesserà di avere efficacia.
\nLe domande di iscrizione che perverranno oltre tale data saranno comunque considerate ai fini di successive integrazioni dell' elenco.
\nA decorrere dal 31 luglio 2013, le organizzazioni che riterranno di disporre dei requisiti necessari per l'accesso all'elenco centrale potranno presentare la propria domanda di iscrizione in ogni momento, sempre utilizzando la modulistica allegata alla presente comunicazione ed inviandola esclusivamente mediante posta elettronica certificata, all'indirizzo protezionecivile@pec.goveno.it. Il Dipartimento procederà, nei tempi più rapidi possibili, all'effettuazione dell'istruttoria e delle verifiche necessarie e alle conseguenti comunicazioni.
\nLa presente comunicazione sarà pubblicata sul sito istituzionale del Dipartimento della Protezione Civile con adeguata evidenza e le Direzioni di protezione civile delle Regioni e Province Autonome sono invitate ad assicurarne la massima diffusione, con riferimento al proprio ambito territoriale.

\r\nIl Servizio Volontariato del Dipartimento della Protezione Civile procederà alla verifica delle domande di iscrizione, anche mediante l'effettuazione di sopralluoghi nelle sedi operative delle organizzazioni ovvero la richiesta di integrazione della documentazione prodotta, al fine di poter procedere, attraverso un esame degli elementi specifici dell'Organizzazione richiedente, in chiave di efficacia dell' intervento, alla prima edizione dell' elenco centrale entro il giorno 31 luglio 2013, data in cui l'attuale elenco unico cesserà di avere efficacia.
\r\nLe domande di iscrizione che perverranno oltre tale data saranno comunque considerate ai fini di successive integrazioni dell' elenco.
\r\nA decorrere dal 31 luglio 2013, le organizzazioni che riterranno di disporre dei requisiti necessari per l'accesso all'elenco centrale potranno presentare la propria domanda di iscrizione in ogni momento, sempre utilizzando la modulistica allegata alla presente comunicazione ed inviandola esclusivamente mediante posta elettronica certificata, all'indirizzo protezionecivile@pec.goveno.it. Il Dipartimento procederà, nei tempi più rapidi possibili, all'effettuazione dell'istruttoria e delle verifiche necessarie e alle conseguenti comunicazioni.
\r\nLa presente comunicazione sarà pubblicata sul sito istituzionale del Dipartimento della Protezione Civile con adeguata evidenza e le Direzioni di protezione civile delle Regioni e Province Autonome sono invitate ad assicurarne la massima diffusione, con riferimento al proprio ambito territoriale.
